Article 23 of Public Funds Protection Law

First-instance judgments imposing a fine restitution or compensation for any of the offences committed in violation of the provisions of this Law shall be immediately enforceable. The court hearing the opposition or appeal may order a stay of their enforcement, and the funds of the entities stipulated in Article Two, as well as administration expenses and the costs of searching for funds abroad ordered to be restituted movable and immovable shall have priority over other preferential rights except the right to maintenance under Sharia in all its forms. The provisions of the preceding two paragraphs shall apply to judgments issued pursuant to Articles 44, 45, 47, 48 of the aforementioned Law No. 31 of 1970.
