English translation
All entities subject to the provisions of this Law are prohibited from commencing the implementation of any project, introducing any modifications or expansions to existing activities, or obtaining any licences for such purposes, except after conducting environmental impact assessment studies in accordance with the systems, requirements, and procedures specified by the Executive Regulations of this Law.

يحظر على جميع الجهات الخاضعة لأحكام هذا القانون البدء في تنفيذ أي مشروع أو
إدخال أي تعديلات أو توسعات على الأنشطة القائمة أو الحصول على أي تراخيص
بذلك إلا بعد إجراء دراسات تقييم المردود البيئي وفقا للنظم والإشتراطات
