English translation
The establishment of new waste landfills in the State of Kuwait or the expansion of existing ones is prohibited except with the approval of the Supreme Council. In all cases, environmental impact studies must be conducted, and their establishment or expansion must comply with the conditions specified by the Executive Regulations of this Law. The relevant entities shall prepare a detailed plan for the management, assessment, treatment and reclamation of all landfills in the country within one year from the date of issuance of this Law, to be submitted to the Supreme Council for approval.

يمنع إقامة مرادم جديدة للنفايات بدولة الكويت أو توسعة القائم منها إلا بموافقة
المجلس الأعلى وفى كل الأحوال يلزم إقامة دراسات المردود البيئي كما يلزم عند
إقامتها أو التوسع فيها الإلتزام بالشروط التي تبينها اللائحة التنفيذية لهذا القانون .
وتلتزم الجهات المعنية بوضع خطة تفصيلية لإدارة وتقييم ومعالجة وإسترجاع كافة
المرادم بالبلاد خلال سنة من تاريخ صدور هذا القانون على أن تعرض على المجلس
