The concerned entities shall establish standard specifications for all recycled materials and the nature, type and mechanisms of their use, in a manner achieving safety and efficiency of use. The State shall also work to give preference in its projects to materials recycled within the territory of the State and conforming to standard specifications, in support of recycling industries.
