Article 41 of Environmental Protection Law

English translation

It is prohibited to engage in grazing, exploit land for traffic-related cultivation, or undertake any other activity that would harm the quantity or quality of vegetation cover in any area, thereby leading to desertification or degradation of the terrestrial environment. It is also prohibited to damage crops, plants, and trees or pick flowers in squares, streets, and public facilities, or to uproot trees and wild plants on public lands. An exception to this is what the Executive Regulations of this Law specify for reasons of development. In all cases, there shall be compliance with the obligation to replace the green spaces and trees that have been uprooted.
