English translation
No quarry may be established, expanded, developed, merged, divided into more than one project, or subjected to any change except pursuant to a licence to that effect issued by the relevant authority. Licences to engage in this activity may be granted only to companies qualified by the competent authorities. In all cases, those engaging in this activity shall rehabilitate the sites after the end of their work period in accordance with the requirements specified by the Authority in this regard.

لا يجوز إقامة أى مقلع أو توسعته أو تطويره أو دمجه أو تجزئته لأكثر من مشروع أو
إحداث أي تغيير فيه إلا بموجب ترخيص بذلك يصدر من الجهة المعنية ولا يجوز
منح التراخيص لمزاولة هذا النشاط إلا للشركات المؤهلة من قبل الجهات المختصة
وفي كل الأحوال يلتزم مزاولو هذا النشاط بتأهيل المواقع بعد إنتهاء فترة أعمالهم
