Article 67 of Environmental Protection Law

The provisions of this Chapter shall apply to all ships, equipment, ports, and land, marine, and air installations situated within the marine areas and above them in the upper layers of air and in the bottom of the sea mooring stipulated in Article (68) of this Law, whatever their form or configuration and whether fixed or mobile, as well as floating and submerged pipelines, loading, unloading, and discharge facilities, and others. It shall also apply on the high seas if pollution in the prohibited waters results therefrom. Military ships and means of transport and those treated as such shall be exempt from the application of the provisions of this Chapter. Ships and means of transport exempt from the application of the provisions of this Part shall take all precautions sufficient to prevent pollution of the prohibited marine areas.
