The President of the Authority shall have the powers conferred on the Minister of Finance regarding the use of the financial appropriations allocated in the Authority's budget, and the Board of Trustees may exercise the powers prescribed for the Civil Service Bureau with respect to the organization of its work and the affairs of its employees.
