English translation
A meeting of the Board of Commissioners shall be valid if attended by a majority of the Commissioners, provided that the President or his deputy is among them, except for the meeting stipulated in Article 9. Decisions of the Board shall be issued by a majority of the votes of its members.

يكــون اجــتماع مجلــس المفــوضين صحيحــا إذا حضره أغلبيــة المفــوضين على أن يكــون
مــن بينهــم الرئيــس أو نائبــه، باســتثناء الاجــتماع المنصــوص عليــه فى المادة
