Article 4 of Telecommunications Regulatory Authority Law

The Authority's Board of Directors a- The Authority's Board of Directors shall be composed of seven members possessing experience and competence, in respect of whom a decree shall be issued upon nomination by the competent Minister, provided that four of them shall be full-time members, and all shall be appointed for a term of four years renewable once. b- The decree referred to in item a of this Article shall designate, from among the Board members, the Chairman of the Board of Directors, who shall be responsible for the Authority's administrative, technical, and financial affairs and shall represent the Authority before third parties and the courts. The Executive Regulations shall specify his powers. c - The Authority shall have a Deputy Chairman appointed by decree, and the Chairman may delegate to him such of his powers as he wishes. d - A member of the Board of Directors must be a Kuwaiti natural person of integrity, against whom no final judgment declaring bankruptcy or imposing a custodial penalty for a felony or a misdemeanour involving dishonour and breach of trust has been issued, unless rehabilitated, and must hold a university degree as a minimum at least.
