Article 5 of Decree-Law No. 11 of 2026 concerning Protection from Domestic Violence

Shelters for persons subjected to abuse shall be established, complementing the child protection centres stipulated in Article (77) of the aforementioned Law No. (21) of 2015, and shall be affiliated with the Council. A decision regulating them shall be issued by the Chairman of the Council, and they shall be responsible for the following: 1. Providing shelter for persons subjected to abuse whom the investigating authority or court orders to be accommodated therein, or whose case study by the department concerned necessitates their admission thereto. 2. Providing family, psychological, social and health counselling and rehabilitation services for the person subjected to abuse and the abuser, in coordination with the entities concerned. 3. Providing legal assistance to the person subjected to abuse when needed. 4. Establishing a hotline and an electronic platform to receive reports and complaints concerning domestic violence cases. 5. Raising awareness of the risks and effects of domestic violence in coordination with the entities concerned. 6. Developing a plan to train employees entrusted with implementing the provisions of this Decree-Law, in coordination with the entities concerned. 7. Publishing statistics relating to domestic violence and establishing national indicators to reduce domestic violence, in cooperation with specialists in the relevant government entities, particularly the Council. For this purpose, they may undertake all legal acts enabling them to perform their role, including seeking the assistance of the police force.
