Article 2 of Decree-Law No. 128 of 1992 concerning the Supplementary Insurance Scheme

The provisions of this Law shall apply to the following categories: 1 - Insured persons and beneficiaries subject to basic insurance who receive salaries subject to supplementary insurance; their insurance shall be compulsory. The categories stipulated in 4, 5, 6 of Article One of the aforementioned Decree-Law No. 69 of 1980 shall be excepted from the foregoing. 2 - Insured persons subject to the provisions of Part Five of the aforementioned Social Insurance Law whose respective monthly income brackets have reached the maximum stipulated in Schedule No. 6 attached to that Law. 3 - Insured persons and beneficiaries subject to basic insurance who wish to increase their pensions, even if they are compulsorily subject to the supplementary insurance scheme. Participation in supplementary insurance and its continuation shall be optional for categories 2, 3, in accordance with the rules and conditions prescribed by a decision of the Minister after the approval of the Board of Directors.
