Article 19 of Decree-Law No. 13 of 2026 concerning Safeguarding and Protecting the Supreme Interests of Military Entities

Without prejudice to the provisions of international treaties and agreements, the Supreme Defence Council or its delegate shall designate the force or unit charged with securing and protecting territorial waters, transportation lines for Kuwaiti oil and its derivatives, the Kuwaiti merchant fleet, and freedom of maritime navigation, and enforcing the rules of international maritime law. The competent authority shall, by decision, specify the rules and procedures relating to this matter. The competent authority shall also, by decision, specify the rules and procedures relating to the hot pursuit of ships, submarines, boats, launches, and floating craft violating the law upon entering internal, territorial, contiguous, or economic waters or the continental shelf.
