Article 25 of Decree-Law No. 15 of 1979 concerning the Civil Service

An employee is prohibited from: 1 - Purchasing or leasing, personally or through an intermediary, immovable or movable property from the government entity in which he performs the duties of his office; he is also prohibited from selling or letting any such property to it. 2 - Having an interest, personally or through an intermediary, in business, works contracts, tenders, or contracts connected with the activities of any government entity. 3 - Performing work for others for a salary or remuneration or without either, even outside official working hours, except with written permission from the Minister. Failure to obtain such permission shall constitute a disciplinary violation warranting accountability. Nevertheless, the employee may undertake curatorship, guardianship, or agency for absent persons related to him by kinship or descent up to the fourth degree, provided that the employee notifies the entity to which he belongs thereof. 4 - Exploiting his office for any purpose whatsoever, acting as an intermediary for anyone, or engaging anyone as an intermediary in any matter concerning his office. e - Disclosing any information concerning work that must remain confidential by its nature or pursuant to special instructions, or publishing it by any means, except with written permission from the Minister. This prohibition shall continue even after the employee's service has ended. 6 - Retaining for himself the originals of any official documents or copies thereof, whether papers, recording tapes, films, or other materials relating to the entity in which he works, even if they concern work with which he was personally entrusted.
