Article 38 of Decree-Law No. 15 of 1979 concerning the Civil Service

The salary systems in force in public authorities and institutions and wholly state-owned companies shall be submitted to the Civil Service Council to consider approving or amending them, as the case may be. Thereafter, no amendment may be made to these systems except with the approval of the Civil Service Council. The Civil Service Council may also, where necessary, review the salary systems in force in companies in which the State holds more than half of the capital, so as to ensure implementation of the general policy on salaries and wages.
