Article 37 of Decree-Law No. 15 of 1979 concerning the Civil Service

The regulations and decisions in force concerning employment matters at the time this Law enters into force shall continue to apply for one year or until the regulations and rules referred to herein are issued, whichever is earlier, provided that they do not conflict with the provisions of this Law. The application of the schedules attached to the Civil Service Regulations or issued pursuant to Article (39) of this Law shall not result in any increase in the value of the allowances, additional increments and incentive bonuses paid at the time of its issuance. Payment of this value shall continue until the Civil Service Council or the competent authority determines the rules, provisions and conditions governing them.
