Article 34 of Decree-Law No. 15 of 1979 concerning the Civil Service

The Civil Service Bureau shall be notified by a copy of decisions issued by the government entity concerning appointment, promotion or the granting of incentive increments, within fifteen days of their issuance. The Civil Service Bureau may object to decisions contrary to laws or regulations and shall communicate the grounds for its objection to that entity within thirty days of being notified thereof. If agreement is not reached between the two entities, the Bureau shall submit the matter to the Civil Service Council to decide as it deems appropriate in accordance with the last paragraph of the preceding Article.
