Article 32 of Decree-Law No. 15 of 1979 concerning the Civil Service

Service shall terminate for one of the following reasons: 1 - Resignation. 2 - Non-renewal of appointment to a leadership position. 3 - Referral to retirement. 4 - Dismissal by a disciplinary decision. 5 - (Repealed). 6 - Sentencing to a custodial penalty for a felony or an offence involving dishonour or breach of trust. The Minister may retain the employee where execution of the penalty is suspended by judgment. 7 - Lapse or withdrawal of Kuwaiti nationality. 8 - Medical unfitness for service or exhaustion of sick leave, whichever occurs first. 9 - Reaching the age of sixty-five for Kuwaitis and non-Kuwaitis. Excepted from this are mosque imams, preachers and muezzins, washers of the dead, physicians and medical professions, members of teaching and training faculties at government universities and government applied institutes, and scientific researchers at the Kuwait Institute for Scientific Research, whose service shall terminate upon reaching the age of seventy-five, in accordance with the rules and provisions established by the Civil Service Council. 10 - Death.
