Article 11 of Decree of 1979 concerning the Civil Service Regulations

An employee who has left service may be reappointed to the same grade previously held, at the same salary received or at a higher salary, or to a grade higher than the previous grade, provided that: (a) No more than five years have elapsed since leaving service, unless the period following departure from service was spent in work providing experience consistent with the new position. (b) No report rating the employee as poor was submitted in the last two years of their previous service. All the foregoing shall be in accordance with the rules and provisions established by the Civil Service Council upon the proposal of the Personnel Bureau.
