Article 24 of Decree of 1979 concerning the Civil Service Regulations

An employee may be promoted by selection by a decision of the Minister upon the proposal of the Personnel Affairs Committee, subject to the following conditions: 1- A vacant grade allocated in the budget for promotion by selection must exist. 2- The employee must have received a final report graded excellent in each of the last two years. 3- The employee must have completed the minimum period required for remaining in the grade, as indicated in the schedules annexed to these Regulations. 4- The employee must not have been promoted to his current grade by selection. The Civil Service Council shall, upon the proposal of the Civil Service Bureau, establish rules for preference among candidates for promotion by selection where they are equal in satisfying the aforementioned promotion conditions. Promotion in this case shall be effective from the date of issuance of the decision thereon. This promotion shall not change the date on which the periodic increment becomes due. If their dates coincide, the employee shall be entitled to the starting salary of the grade to which he is promoted, plus one of its periodic increments.
