Article 26 of Decree of 1979 concerning the Civil Service Regulations

Seniority among employees promoted on the same date shall be ranked according to their seniority in their previous grade. In all cases, if the date of an employee's promotion coincides with the date of another employee's appointment to the same grade and group, the promoted employee shall take precedence over the appointed employee. Fifth: Personnel Affairs Committee Article 27 (2) By a decision of the Minister, one or more personnel affairs committees shall be formed, according to the type of work or the size of the government entity, comprising at least four members from among its senior employees and the head of the Personnel Affairs Unit, who may, where more than one personnel affairs committee is formed, delegate an employee of the Unit to membership of the Committee. The Committee shall be chaired by the member with the highest grade. Where grades are equal, the member with the greatest seniority in the grade shall assume the chairmanship. The head of the Personnel Affairs Unit or his delegate shall also serve as secretary of the Committee. This Committee shall have competence over the following: 1 - Assessing the efficiency rating in the cases provided for in Article (14) of this Decree. The Committee shall submit its proposals concerning its competences provided for in items 3, 4 and 5 to the competent authority for approval, amendment or rejection, and its decision shall be final.
