Article 92 of Decree of 1979 concerning the Civil Service Regulations

For employees in service at the time these Regulations come into force, the dates of entitlement to their periodic increment shall be transferred to the dates provided for in Article (20), as determined by the Civil Service Council. By way of exception to the provisions of Article (23), the Civil Service Council shall determine the date of promotion of an employee who has reached the maximum of the salary scale for his grade.
