Granting Kuwaiti nationality by decree. Its cases. - Issuance of Kuwaiti passports. Permissible only for persons whose Kuwaiti nationality is established pursuant to the Nationality Law in force at the time of the passport application. - Minors born to a Kuwaiti mother in respect of whom a decision was issued to treat them as Kuwaitis until they attain the age of majority. They are not entitled to be issued passports, and laissez-passers are issued to them. The judgment’s departure therefrom and its treatment of the refusal to issue them passports as a negative administrative decision. Vitiates it and requires that it be quashed.
