State of Kuwait · Administrative Law · Ministry of Justice — Court of Cassation — Technical Office

English translation of the principle

Granting a passport. Inseparably linked to Kuwaiti nationality. The administrative authority may not deprive a person of it without justification or for a serious reason required by the public interest. Where it exists. Its decision issued in this regard must disclose the specific reasons that prompted it. - Attribution to the appellant of facts that stigmatise his conduct, distance him from adherence to the values and traditions of Kuwaiti society, place him under suspicion, and harm the country abroad. Constitutes sufficient grounds to support the administrative authority's decision issued in this regard. This is not undermined by the appellant's denial of what was attributed to him and the shelving of the investigation concerning him. It is not necessary that what he committed be the subject of a judgment convicting him, so long as the papers indicate the existence of material indicia of the facts attributed to him that are such as to harm the country's reputation. Example.
