This means that the courts may determine the legal characterization of an act issued by the government to establish whether or not it is an act of sovereignty. - The elements distinguishing acts of sovereignty from ordinary administrative acts. Their nature. - Decisions issued by the National Committee for Prisoners of War and Missing Persons concerning the disbursement of financial assistance to their families. Administrative decisions of a social nature issued by the government within its administrative function. The implication thereof. They fall outside acts of sovereignty and are subject to judicial review. The judgment’s rejection of the plea that the courts lack jurisdiction to hear actions concerning these decisions on the assertion that they relate to acts of sovereignty. No defect.
