English translation of the principle

The cash allowance for government housing is a right of everyone to whom government housing has been allocated by the administrative authority for which he works and who continued to occupy it without objection from the Personnel Bureau. Its condition: that he continue to occupy the dwelling until the date of its handover to the competent authority, pursuant to Civil Service Council Decision No. 4 of 1991 and Civil Service Bureau Circular No. 15 of 1991, for a period of six months from the aforementioned date of appointment. An example of a reasonable inference in awarding a housing allowance in lieu of special government housing.
