The authority to annul administrative decisions vested in the Administrative Circuit. Its restriction to the decisions prescribed in Article (1) of Law 20 of 1981 establishing an Administrative Circuit at the Court of First Instance. Other administrative decisions not covered by the said Article. Requests for their annulment fall outside the jurisdiction of the Administrative Circuit and the other circuits of the Court of First Instance, whose jurisdiction does not, in principle, extend to hearing administrative disputes. The condition thereof: that it ascertain, pursuant to law, that authority and jurisdiction to hear the dispute vest in that circuit or body.
