English translation of the principle

Clear and unambiguous statutory provisions. It is impermissible to adopt anything contrary to them or to restrict them. The reason for this. There is no room to investigate the rationale and motives of legislation except where the provision is ambiguous. - The statement of claim in an action whose value exceeds five thousand dinars, and the statements of appeal and petition for reconsideration, must be signed by a lawyer admitted before the court, except those filed by the government. This signature constitutes an essential procedure. Contravention thereof. Its effect. Nullity. Article 18 of Law 42 of 1964, as amended by Laws 30 of 1968 and 62 of 1996. - The wording of Article 18 of Law 42 of 1964 is clear and unambiguous regarding identification of the judicial documents covered by its rule, which do not include an application for issuance of a travel-ban order. Its necessary consequence: an application for issuance of a travel-ban order, which is an order on petition, falls outside its scope of application. Accordingly, its validity does not require that it be signed by a lawyer. An example.
