Article 91 of Civil Code

1 - If the guardian refuses permission for the minor to manage, restricts it or withdraws it after granting it, the court may, upon the application of the minor, the Minors' Affairs Department or any other interested person, grant the minor unrestricted or restricted permission to manage all or part of his property if it considers that the guardian's action is unfounded. 2 - If the court rules to reject the minor's application, it may not be renewed before one year has elapsed from the date on which the judgment becomes final.
