Article 117 of Constitution of the State of Kuwait

The National Assembly shall establish its internal rules, including the procedures governing the conduct of business in the Assembly and its committees, the rules of debate, voting, questions and interpellations, and all other powers prescribed in the Constitution. The internal rules shall specify the penalties imposed for a member's breach of order or absence from meetings of the Assembly or committees without a legitimate excuse.
