English translation
The provisions of laws shall apply only to what occurs from the date of their entry into force, and shall have no effect on what occurred before that date. In matters other than criminal matters, a law may provide otherwise with the approval of a majority of the members constituting the National Assembly.

لا تسري أحكام القوانين إلا على ما يقع من تاريخ العمل بها، ولا يترتب عليها
أثر فيما وقع قبل هذا التاريخ. ويجوز في غير المواد الجزائية، النص في القانون على
