English translation
No person may be arrested or detained except pursuant to a valid order issued by the competent authority and subject to the conditions and procedures prescribed by law. A detained person may not be placed anywhere other than the prisons designated for that purpose under the laws and regulations in force.

لا يجوز القبض على شخص أو حبسه إلا بأمر صحيح صادر من السلطة المختصة،
وبالشروط والإجراءات المنصوص عليها في القانون.
ولا يجوز وضع المحبوس في غير السجون المخصصة لذلك بموجب القوانين والنظم
