Article 15 of Municipality Law

The Municipal Council shall have an annual session extending for ten months, with at least one meeting every two weeks. The Council shall continue holding its meetings until it has completed consideration of all matters on the agenda. Its meetings shall be valid only if more than half of the members attend. Notice of the meeting shall be given five days before the specified time, and the Council shall meet at the request of its Chairman. The Council may also be called to an extraordinary meeting at the request of the Minister, the Council Chairman or at least five of its members. The notice shall specify the subject to be presented. In this case, the notice shall not be subject to the aforementioned five-day period, and in this case the Council may not, at that meeting, discuss subjects other than those for which the meeting was called. In all cases, the agenda of the meeting and its attachments must accompany the notice. The Council shall issue its decisions by a majority of the members present—unless the Law provides otherwise—and, in the event of a tie, the side on which the Chairman votes shall prevail.
