Article 23 of Municipality Law

For the purpose of securing approval of regulatory plans or meeting future expropriation requirements—in conformity with the State's general master plan—the Municipal Council may decide to suspend or prohibit construction operations in certain areas, or impose any restrictions thereon for the period specified in the decision. Without prejudice to the provisions of Article (38) of this Law, violation of the decision issued in this regard shall result in disregarding the value of the buildings constituting the violation if expropriation is decided for the land on which those buildings were erected, after the Municipal Council's decision pursuant to the provisions of this Law.
