Article 22 of Municipality Law

The Municipal Council shall issue its final decision concerning matters referred to it within one hundred working days from the date of referral, after the executive body has studied them and expressed its opinion thereon. If the Council does not take its decision concerning them within the specified period, the Minister shall issue his decision on the matter in accordance with the conclusion of the executive body's opinion submitted to the Municipal Council, within thirty days. The Council may not issue decisions on matters presented to it until they have been studied by the executive body, provided that the study prepared by the executive body includes the regulatory and legal opinion, the opinion of the State's general structural plan and the opinion of the related entities, as the case may be. This study shall be submitted to the Municipal Council within a period not exceeding sixty working days from the date the application reaches the executive body. If the study is not submitted within this period, the executive body shall submit its justifications to the Minister before the expiry of this period. He may grant the body a period not exceeding thirty working days to submit its opinion, provided that the Municipal Council is notified thereof.
