English translation
A Council member is prohibited from having a direct or indirect interest, for himself or in his capacity as testamentary guardian, legal guardian, curator or agent of persons related to him up to the second degree, in any transaction or work falling within the Council's competence. He may also not participate in a discussion or submit a proposal to the Council in which he has an interest conflicting with the requirements of his membership. He must recuse himself from participation or discussion in making the decision, and a decision issued otherwise than in accordance with this procedure shall be deemed void.

يحظر على عضو المجلس أن تكون له مصلحة مباشرة أو غير مباشرة لنفسه أو
بصفته وصياً أو ولياً أو قيماً أو وكيلاً عن من تربطه بهم صلة إلى الدرجة الثانية
في أي تعامل أو عمل يندرج في اختصاص المجلس، كما لا يجوز له الاشتراك في
مناقشة أو تقديم اقتراح إلى المجلس تكون له مصلحة فيه تتعارض مع مقتضيات
عضويته، وعليه أن يتنحى عن المشاركة أو المناقشة في اتخاذ القرار، ويعتبر القرار
