Article 31 of Municipality Law

The Executive Apparatus shall be managed by a Director-General, who shall have one or more deputies. A decree shall be issued, based on the approval of the Council of Ministers, appointing them and determining their employment grades in accordance with the Civil Service Bureau's regulations. The Director-General shall represent the Executive Apparatus in its relations with third parties, and, subject to the provisions of Article (10) of this Law, the Director-General shall represent the Municipality before the courts. The Director-General shall be obligated to implement the Municipal Council's decisions and the relevant ministerial decisions, and shall also be accountable for the Executive Apparatus's compliance with the Municipal Council's decisions.
