Article 30 of Municipality Law

The Municipal Council shall have a General Secretariat responsible for providing it with technical and administrative support, particularly preparing and making arrangements for its meetings and those of its committees, attending them, recording their minutes and archiving them. The General Secretariat shall be organized by a resolution of the Municipal Council. This resolution shall include detailed provisions concerning its work and functions in accordance with the Civil Service Bureau regulations. The General Secretariat shall be headed, under the supervision of the Chairman of the Council, by a Secretary-General with the rank of Undersecretary, assisted by a number of Assistant Undersecretaries, all of whom shall be nominated by the Chairman of the Municipal Council. The Secretary-General shall be responsible for the affairs of the General Secretariat and its employees, and shall have the powers of an Undersecretary in relation to the employees of the General Secretariat.
