Article 32 of Municipality Law

The Director General shall, under the Minister's supervision, administer the executive apparatus in accordance with the provisions of this Law and shall, in particular, undertake the following matters: 1 - Implementing the Municipal Council's decisions after their ratification. 2 - Managing the sectors of the executive apparatus. 3- Studying matters submitted to the Municipal Council. 4 - Preparing the draft general structural plan of the State within the limits of the competencies assigned to the Municipality and implementing it after its approval and issuance. h - Preparing the draft budget and final account and submitting them to the Municipal Council. 6 - Proposing drafts of internal regulations and general rules for the system governing the Municipality's bodies' dealings with the public in all fields and submitting them to the Municipal Council. - Taking the necessary measures to preserve the health and safety of residents within the limits of the executive apparatus's competencies. - Giving particular attention to the following matters: a- Cleaning cities, open spaces, squares, streets, and roads, and transporting waste. Law Index 269 Home Page Municipality Law Law No. 33 of 2016 concerning Kuwait Municipality b - Demolishing or repairing buildings liable to collapse in accordance with the regulations governing them. c - Issuing building permits. The executive apparatus may grant engineering entities the authority to issue these permits in accordance with the conditions, controls, and provisions specified by the Executive Regulations of this Law. d - Issuing licences for planting State-owned open spaces adjoining private and model residential houses. e - Issuing licences for car-park shades for private, model, investment, and commercial housing and government and private entities. f - Organizing funerals, transporting the deceased, burial, and supervising cemeteries. g - Granting planning approvals, with due regard to the competencies of other entities in accordance with the laws and regulations governing them. h - Monitoring markets, except markets for birds, poultry, live animals, and ornamental fish. i - Monitoring public premises and premises disturbing the peace and harmful to health to verify that health requirements are met therein, and granting and withdrawing municipal licences in a manner that does not conflict with the competence of other entities in accordance with the laws and regulations. 9 - Presenting the annual report on the work of the executive apparatus to the Municipal Council within the first three months of each fiscal year. 10 - Approving disbursement orders within the limits of the budget and signing cheques and papers relating to financial matters in accordance with the provisions of the aforementioned Decree-Law No. (31) of 1978. 11 - Issuing licences for local engineering offices and firms concerned with building affairs and supervising them. 12 - Classifying and licensing construction and demolition contractors in accordance with the regulations issued by the Municipal Council.
