English translation
Any licence issued in violation of the laws and regulations shall be considered void, and its resulting effects shall be annulled. The person who issued it shall be held disciplinarily accountable, without prejudice to his civil and criminal accountability.

أي ترخيص صادر بالمخالفة للقوانين واللوائح يعتبر باطلاً، ويلغى ما يترتب
عليه من آثار، ويسأل تأديبياً من قام بإصداره، مع عدم الإخلال في مساءلته
