Article 44 of Title Register Law

If completion of the procedures is prevented by a difference of opinion between Kuwait Municipality and the Real Folio Registry Supervisory Office, the persons concerned must be notified and the papers referred to the Real Estate Registration Department to resolve that difference by preferring one of the two opinions in a report stating the factual and legal grounds for its conclusion. The person concerned may lodge a grievance before the Grievances Committee within ten days from the date of notification of the conclusion reached by the Real Estate Registration Department.
