Unions publicized in accordance with the provisions of this Part may form federations among themselves to safeguard their common interests. Federations publicized in accordance with the provisions of this Law may form a general federation among themselves, provided that there shall not be more than 1 general federation each for workers and employers. The same procedures applicable to the formation of unions shall be followed in forming federations and the general federation.
