Article 189 of Code of Civil Procedure

Enforcement Department: Enforcement and service of its notices shall be entrusted to the Enforcement Department unless the law entrusts any such matter to another entity. A member of the judiciary shall be seconded to head this Department. One or more judges of the Court of First Instance shall also be seconded to assist him, the most senior of whom shall act in his place during his absence or when he is prevented from acting. A number of enforcement officers and process servers shall undertake enforcement procedures and service of their notices, and a sufficient number of employees shall be attached to the Department. A number of police officers shall also be seconded to it to assist when enforcement procedures and service of their notices are undertaken. The Director of the Department shall supervise all the Department's work and the enforcement officers, process servers, employees and police officers working therein. They shall refer to him in their work and comply with his directions. The Director of the Department or the judges assisting him may issue non-contentious orders in cases in which the law empowers the Director of the Enforcement Department to issue such orders. Challenges to them shall be made in the manner set out in the chapter concerning orders on petitions, and they shall be treated, for purposes of challenging them, as orders issued by the President of the Court of First Instance.
