Article 31 of Code of Civil Procedure

A judge at the level of the Summary Court shall be assigned at the seat of the Court of First Instance to rule provisionally and without prejudice to the substantive right in the following matters: a- Urgent matters in respect of which prejudice through the passage of time is feared. b Interim enforcement disputes. This shall not, however, preclude the court hearing the merits from also having jurisdiction over these matters if they are brought before it incidentally. Where necessary, the litigants may be required to appear before the judge of urgent matters at his home. A decision of the Minister of Justice, upon the submission of the president of the Court of First Instance, shall regulate the means by which the person bringing the action contacts the clerk and the judge in this case.
