Article 10 of Press and Publications Law

An applicant for a licence to publish a newspaper must satisfy the following requirements: 1 - Be Kuwaiti, have attained twenty-five years of age, and possess full legal capacity. 2 - Be of good conduct and commendable reputation, and not have been convicted of an offence involving dishonour or breach of trust, unless rehabilitated. 3 - Hold a higher qualification following general secondary education or its equivalent. If the licence applicant is a company, all founders must satisfy the requirements set out in the first and second items of this Article.
