Article 11 of Press and Publications Law

The competent Minister shall, within ninety days from the date of submission of the application, issue a decision approving the grant of the licence or refusing it. If the period expires without a decision being issued, the application shall be deemed refused. Interested parties may challenge the final decision refusing the licence before the Administrative Circuit, in accordance with the procedures provided for in Decree-Law No. 20 of 1981, within sixty days of being notified of the decision or from the date of expiry of the aforementioned period.
