Article 3 of Electronic Transactions Law

Each electronic record, document, message, transaction and signature in the field of civil, commercial and administrative transactions shall produce the same legal effects as paper instruments and documents and handwritten signatures. All elements required for the formation of the juridical act or the production of any other legal effect, including registration or publicity, shall be deemed fulfilled if the entity entrusted therewith establishes an electronic register in which data or transactions are recorded in accordance with the provisions and controls prescribed in this Law, without prejudice to the provisions of any other law.
