English translation
No person is obliged to accept dealings by electronic means without his consent. A person's consent shall be inferred from his affirmative conduct where the circumstances leave no doubt that it indicates his consent. As regards government entities, their acceptance of electronic dealings must be express in relation to electronic data to which they are a party.

لا يلتزم أي شخص بقبول التعامل بالوسائل الإلكترونية بدون موافقته وتستنتج
موافقة الشخص من سلوكه الإيجابي الذي لا تدع ظروف الحال شكا في دلالته
على موافقته وبالنسبة للجهات الحكومية يجب أن يكون قبولها بالتعامل الإلكتروني
