Article 7 of Judicial Organisation Law

The Court of First Instance shall consist of a president, a vice-president, and a sufficient number of deputy presidents of the court and the judiciary. Chambers shall be formed therein as needed. Judgments of the Court of First Instance shall be delivered by three judges, except in cases in which the law provides for judgment to be delivered by a single judge. The Supreme Judicial Council may entrust the presidency of certain three-judge chambers, personal status chambers, and Sharia authentication work to deputy presidents and counsellors from the Court of Appeal for a renewable period of two years, at the request of the President of the Court of First Instance and in accordance with the rules and controls prescribed by a decision of the Council ( The General Assembly shall designate one or more chambers competent to hear cases in which the Government or a public authority or public institution is a party. In commercial disputes, the court may seek guidance from the opinion of certain merchants after they have taken an oath before it. The merchants shall be selected in rotation from a list prepared by the Chamber of Commerce and Industry. The seat of the Court of First Instance shall be Kuwait City. Its chambers may convene in any other place by a decision of the Minister of Justice at the request of the President of the Court.
