Article 8 of Judicial Organisation Law

Summary courts shall be established in every governorate of Kuwait by a decision of the Minister of Justice designating their seats and defining their territorial jurisdictions. The summary court shall consist of one or more circuits according to work requirements n and its judgments shall be rendered by a single judge. Where necessary, the summary court may sit at any other place within or outside the governorate by a decision of the Minister of Justice at the request of the President of the Court of First Instance. The general assembly of the Court of First Instance shall designate one or more circuits seated in Kuwait City with jurisdiction to hear cases to which the Government or a public authority or public institution is a party.
